what kind of player can I play this 78 rca victor?

It's neither - the two systems are completely incompatible. It's bit complicated to go into here, but this - http://www.edisonphonology.com/problems1.htm - will give you some idea.

update -- i just had a box of these, put them in my antique mall space in col springs and they either sold or someone stole them. they likely sold because i don't think there's any grateful dead, rolling stones, iron maiden, etc on these 80 rpm discs.
